The Ins and Outs of Iowa’s Foster Care System

Learn what goes on behind the scenes in Iowa’s foster care program and beyond the front-page news stories from two professionals working to provide quality care for Iowa’s children in need of assistance and Iowa parents seeking to become foster parents. Discussion topics include the history of child welfare and adoption, Iowa’s current child welfare system including past and current legislation affecting the system, how children come into and go out of home care and the process for becoming licensed foster parents.


Instructor Tracey Parker received a BA in social work from the University of Iowa and has extensive experience and training in all areas related to child welfare. Tracey has been employed with the Department of Human Services for 30 years and is currently the program manager for foster home and adoption policy.


Instructor Kaci O’Day-Goldstein received dual BAs in psychology and human services from Buena Vista University and has had extensive experience as a direct caseworker for children and families. Kaci is currently the Program Director in the Des Moines area for Four Oaks Family Connections which focuses on the recruitment, retention, training and support of foster parents and those interested in adoption. Kaci and her husband have fostered multiple children over the past 14 years.
